MPEG-2 encoder design

Hello,

    I'd like to create MPEG2 encoder design based on FPGA or CPU. Maybe exists some good reference designs related to it? Any good tutorials about encoding, which would help to make the first steps in the design?
    My project: input is analog video/audio signals. Output - MPEG2 transport stream.
