Wave PCM Wave EX & Wave Extensible

Greetings.

I did a search on the forum and found no answer to the following. If I missed something then the please let me know the link of that discussion already covering it.

Does anybody know of a tool/program that can tell me if a wave file is normal PCM, EX, or Extensible, and preferably allow me to change between them where possible?
