Configurations Files (*.cfg)

Hello.

Is it safe to delete the *.cfg configuration files?

I would like to "wipe" the portable installation because there are many configurations that relate to components that have already been removed.

Thanks in advance.

Yes it's safe to delete the *.cfg file in foobar2000/configuration if it belongs to a plugin you have already removed.  The only reason you might choose to keep it is if you intend to re-install that plugin again and intend to keep the same settings it had before.
