ATRAC Standards

Is there any standards available on doing the audio compression in ATRAC format like what we have in MP3? I'm currently working on a project to do audio compression using Matlab. But I found that there's very less resources in ATRAC. Besides, I've several questions as follows:

1) What exactly does it mean in the Block Size Decision in the Time-Frequency Analysis block?

2) Is there a formula to calculate the global threshold in ATRAC?
