How to change the play speed of a PCM signal without changin

I need change the play speed at about 0.9-1.1 times.
Sorry for that if I post the question at wrong place!

Look for a WinAmp plugin is the DSP area that changes the speed of the PCM signal. Or alternatively use a good audio editor, many editors have pitch and speed controls built it.
