VBR decoding info

I am looking for resources on how to decode a VBR header.  I know someone who is reading the first X number of frames to determine track qualitylength.  I told him to read the header to determine that, but he doesn't know how to do that.  Do you know where I can direct him to find that info?  Thanks.
