Win XP exp. Volume Control


I'm searching for standalone master volume control like the foobar2000 volume slider, simulates the exp. fine adjust possibilities especially in the lower volumes.
Always on top (per example at the right corner of the window title bar, so I can use it by mouse intuitively or add hotkeys with ahk. And if its muted = 0 % so the next step for increase is 1 %, or unmute to the last toggle (once again like the foobar slider)
I tried volumetouch, volcon, volummouse, zvolume, and some ahk solutions ... but these tools are all linear controllers.
theres a short thread with the idea to sync foobars volume control with the master volume, but only for vista. And I search for a solution for vlc, browser, foobar, so i don't have to stand up to my amp for volume, and i may disable the volume slider of vlc, foobar.sorry for my bad english..
Does anybody know a solution?
Perhaps extract the foobars volume slider as single instance, or still a foobar master sync compenent for xp, but for this foobar always have to be running. ANY SUGGESTIONS?
