How to layer ADTS MPEG-4 AAC to LATM (multiplexing) to make a mpeg2 ts

according to 13818-1:2000 LATM multiplexing is required to create a mpeg2 ts with AAC (MPEG-4 kind). I want to create the same. Is there any tool that can LATM multiplex my ADTS header Mpeg4 AAC stream? Has anyone experimented with this before. I think I have done enough prayers at google to figure this out.

I do have 14496-3 specs which gives details of LATM but I cannot find a tool which can do this. Please help!!
