It was Windows XP era solution. Why do you think you need it?

You don't need it.  Kernel Streaming is Windows XP era and foobar2000 1.6 dropped support for Windows XP.  foobar2000 2.0 and above are the first versions to have 64-bit versions and only support Windows 7 and above.  If you're running a 64-bit version of Windows XP (which is mostly pretty pointless and very few people really used back in the day) than you can use foobar2000 1.5 series which is the last to support XP and will be 32-bit only.
