jpg file in folder but not showing in iTunes

I have finished downloading the Album Artwork for my music library.
The image files are visible in the music folder/s but iTunes does not see it/them.
If I go into MP3Tag and edit the metadata (add cover), it sees the jpg (from the folder the Mp3 is in) file and it gets assigned to the song and then shows up in iTunes.
How can I do a mass recognition of all missing album artwork as I have 38 000 songs to edit?

foobar2000 have an option to batch embed album art. Load all the music to foobar, mark all, right click, batch attach pictures, front album art.
- All albums must have seperate folders (Can be done in batch with foobar by transcoding lossless to lossless + set some options regarding naming and folder structure)
- The image files must all have the same name, and have to be located inside the album folder (I use "Folder.jpg")

iTunes doesn't use artwork that is a file within directory (folder.jpg or cover.jpg, etc.).  You need embedded art. You can use an ACTION ("import cover from file") within mp3tag in a batch way to embed the art from your jpg file within all your tracks.  Then itunes will recognize the art.

You can use an ACTION ("import cover from file") within mp3tag in a batch way to embed the art from your jpg file within all your tracks.

This would likely be the most expedient solution. Load all the tracks in mp3tag, then run this action on them (assuming you have given all cover art the same filename across your folders).

Is the cover art file actually named "Bee Gees - 2 Years On.jpg".  If not that string won't work.  Typically the art is named "folder.jpg" or "cover.jpg"  (and folder doesn't mean replace "folder" with name of folder....it is literally "folder.jpg" as actual name of file.
