How do you install Lame so you can convert FLAC to MP3?

I downloaded Lame from here http://sourceforge.net/projects/lame/files/lame/3.99/

What the heck is a .tar.gz file.  What the heck is that.  I extract the .tar.gz and it extracts to a .tar.  Which then I can extract to the lame-3.99.4 folder.  After extracting twice with Zip7 and there are a ton of files in there.  What are all the files in there and how or where do you put them, or which ones do you need for converting FLAC to MP3?

I cannot figure out which file I need or how to install it into Foobar.  I've looked at all the files I don't see an .exe in there.

Help anyone?

AFAIK the project's sourceforge page only hosts the source code, which needs to be compiled in order to have a useable encoder.  LAME itself is and acronym for "Lame Ain't an Mp3 Encoder," since the project is only concerned with the development of source code (instructions) for an mp3 encoder, and not the making of an mp3 encoder itself.  Something to do with IP, patents, licensing, etc.

If you're looking for a compiled .exe that you use with foobar's converter, download the one of the bundles at rarewares and extract lame.exe to a folder of your choosing.

I just meant that the FAQ says that freely distributable encoders are in the pack, and it says the rest (which would include LAME) you're advised to get elsewhere, with Rarewares being an example.

Distributing compiled, working MP3 encoders may risk infringing patents. That's why pretty much anything that comes with a working encoder is not free of charge—or else is just distributed, often anonymously, by someone who doesn't care.
