Handling of title tag and chapters in m4a/m4b

When title tag is not present in a m4a/m4b file that contains chapters, each chapter title is displayed as title of each subsong. However, when title tag is present, title tag takes precedence over chapter text, and it is displayed as title of all the subsongs.
I think this is not intuitive, and is contrary to the behavior on cuesheet + image, where title in cuesheet takes precedence over title tag in image file.
Is this an intentional behavior? If so, is there a way to get chapter title displayed?
