Problems compiling lame 3.90.2 in Linux

I recently had to reinstall Linux Mandrake 9.0, and since then, I cannot get lame 3.90.2 to compile.  Whenever I unzip it and run the configuration file, it first tells me I don't have permission.  So I su to root, change the permission, and try again.  Then I get an error saying

: bad interpreter: no such file or directory

Is anyone familiar with this error?  Thanks for any help.
