Bad wav handling in foobar

I recently transferred some amr sound file from my mobile phone to my pc and converted it to wav using an amr to wav converter. The thing is that fb2k won't play it correctly it just plays the first second, I tried playing the file in VLC and it worked flawlessy and I managed to convert it to monkey's audio and then foobar2000 could play the sound. Is this a bug or is it because some bad headers in the wav file maybe?
I uploaded the sound here: Wav file
I just like listening to music
