Track Number in WMA

I have several tools that claim to handle WMA for tagging and cataloging but they all seem to differ in how they handle the track number.  Setting in one may not show a valid number in the others.  Setting in some will clear any display in yet another tool.  Using tag&rename, mexp, music express, and dbpoweramp with four different results.  I'd like to send bug reports to the ones at fault if I can figure out who's wrong.

I'm using WMA9 for my small sized files for portables since it can be used by so much hardware now.  This track number mess is making it hard to organize the files that have been transcoded for portable use.

I'm guessing Spoon does it right but I'm not sure.
