AMR-NB licensing

Hello.

I have built a small library that converts WAV to AMR-NB only to find that VoiceAge now requires anyone I sell it to to buy a license - which is US$15,000.

Is anyone aware of another implementation of AMR that does not require a license from VoiceAge?
