madFLAC decoder: any difference using regsvr32 than InstallFilter.exe

is there any difference installing/uninstalling madFLAC decoder with:

InstallFilter.exe madFlac.ax vs regsvr32 madFlac.ax ?
InstallFilter.exe -u madFlac.ax vs regsvr32 -u madFlac.ax ?

PS: is the madFLAC 1.10 decoder available as a native Windows 64-bit filter ?
