Post form layout

It's slightly annoying to have to scroll down a lot (a least in 1280x800) to access the Post and Preview buttons. Perhaps they could be put before "Post Options" and Post Icons, and the textbox's default height could be smaller?

There is no simple way to change this, since that template is reused in several places.
