Trying to find specific CUE handler program

I had my main hard drive crash on me a few weeks ago. I'm unable to find a tool I had on it which allowed me to take CD track markers from within WAV files and export them to CUE files. I'm pretty sure it's name started with "CUE" but the internet is saturated with programs containing that in the name and I cannot find it. I was hoping someone here knows what I am looking for. It opened to a small window and had buttons along the right side with "WAV", "CUE" and others with red and green arrows to differentiate between importing and exporting data.
