this is a sample of the noise I have when trying to record from a turntable using an M-Audio Audiophile 2496.  This noise persists though I have my NAD 3120 connected to the 2496 using the "pre-amp out" jacks.

Try the process of elimination.  Plug something else with a line out into that 2496 and see if you get the same noise.  If not, then it's probably the NAD.  If you do, then it's the card or pc, and it's time for round two.

It sounds far more like a PC / driver /software problem - at least partly.
