software for quality check?

does anyone know of a software to check the quality of an mp3-file by sort of "scanning" it? - without having to listen to the complete file first?

ENCSPOT did something like this, but seems to be no longer available...

There is no software currently available that will give you any sort of meaningful indication of actual perceived quality on an individual case by case basis.  Encspot's "quality" indicator is, in practice, arbitrary and rather meaningless.
