is TNS necessary for long blocks?

Hi all,

Am intrested to use TNS only for short blocks. and strictly don't want to use for long blocks. will it degrade quality significantly if compare with one which uses TNS for both long and short blocks?
let me know if anybody has bothered about it?

I would expect that you will be forced to use short blocks in more cases, which will increase bitrate requirements for the same quality.
