Problem with m3u/pls playlists not appearing on main screen in iOS

I'm trying to make playlists in my Music Folder appear in the main screen but they don't appear there. To test this I am using a simple 2-line m3u file and a similar pls file which both play properly in the app, they just don't appear on the main screen.
After reading this thread and this wiki page I placed the playlists into a folder called "Playlists" which is in the music folder (so when looking at it in iTunes, the directory structure is Foobar2000 -> Playlists -> xyz.m3u). This still didn't work, including after rescanning the library and force-closing the app. I tried this on a fresh install on another device as well with the same outcome. I've also tried renaming the playlist folder to similar names like "Playlist" or "playlists".

My music library is structured this way:
folderA
    artist - album
    artist - album
Playlists
    playlist.m3u
    playlist.pls

My playlist files look like this for the m3u:
../folderA/artist - album/01 track.mp3
../folderA/artist - album/02 track.mp3

and this for the .pls:
[playlist]
File1=../folderA/artist - album/01 track.mp3
File2=../folderA/artist - album/02 track.mp3


This was done on the latest App Store release as well as 1.4.0 from Testflight, though the linked thread above is only about seven months old when the last official release was 10 months ago so we should be running the same version.
