Newbie Needs Help

Newbie here. Maybe someone can help me with this issue:

SoundCloud is an audio company that use to have a Timed Comment Feature. When you upload an audio track,
soundcloud transcodes the visual "waveform" so you can see your sounds. Then,you can click on a specific moment in the track and leave a timed-comment. A timed-comment is a text comment that you can leave at a specific moment in
time. When you leave a comment, your profile pic shows up below the waveform at the point you leave it. SoundCloud has apparently removed this feature.

I looking for any product or company that can replicate this feature. Or maybe there is someone here (or someone here who knows a company or someone) who can build this feature for me and place it in a website that I want to build. I know nothing about audio so it is probably not worth my time to try to teach myself to do it. But any help will be greatly appreciated.
