How to register a config var callback?

Test UI sample contains nice part with registering callback for core "Always on top" config parameter. I assume that change callbacks should also be available for my own config vars. Yet I was unable to figure out how does it work.

Please enlighten me and tell me how could I use this feature?..  Thanks in advance!
