Different in what sense, beyond the obvious that toolame is an mp2 encoder and lame is an mp3 encoder?

sorry for the confusion
neglect the old posts

my question is

i tried to encode using toolame at 256 kbps.
i have output generated using ISO code.
but this toolame output and ISO output are not matching.
ISO output shud be correct. so pblm is with toolame.

is there any settings or defines have to be added to toolame to get correct output ?
or is that a pblm of toolame itself?

The ISO encoder is an example of encoder, and in no way a standard. ISO defines decoding, not encoding.
Encoders are free to do whatever they do, as long as it can be decoded.

Otherwise having several different encoders would be quite useless, don't you think so?

Every MP3 player should be able to decode MP2.
Examples: Foobar, WinAmp, VLC, Mediaplayer Classic etc

Different decoders rarely produce identical output, as far as I know.

What is the purpose of your comparison?
