OggVorbis Daily Binaries are back!

There were some library changes over night to the CVS, a new set of Daily Binaries - oggenc, version 2 vorbis.dll and oggdrop will soon be at: http://www.inf.ufpr.br/~rja00/ . I don't know how significant the changes are yet, but things are on the move again!

I also discovered a small bug in oggdrop!! The stored encoding options weren't getting sent to the encoder unless you accessed the options menu. This has been fixed and new versions sent to Roberto.

All the above should be there sometime soon, after Roberto wakes up in Brazil!

experimental, test it well.

This particular commit reduces memory usage during decode, so OggDrop isn't affected. The other commits mainly fix a few bugs.
