Create a command-line ID3 tagger derived from LAME

Command-line taggers for Mp3 files and ID3v2 that can be called from a script are still pretty dreadful and I'm not aware of one that can actually write all of the frames that I may want to use.  LAME, on the other hand, can write just about any arbitrary frame, with the exception of TXXX frames.  So I'm wondering if it would be possible to take the source of LAME, strip out the encoding and decoding capabilities, and from this create a comprehensive command-line tagging tool.  TXXX support would, of course, need to be added.
