FLAC with embedded cuesheet not using cuesheet block?

I was checking some FLAC images with embedded cuesheet i made with the foobar2000 converter using metaflac, and found out that the cuesheet doesn't use the cuesheet block (--export-cuesheet-to=FILE reports that no cuesheet is present) but are instead present as comments? Is this how it is supposed to be? or is it somewhat of a bug?
Why doesn't the foobar2000 converter use the cuesheet block when making FLAC files using the "Convert to Album Images with Cuesheets or Chapters" selection?

I'm guessing because FLAC's CUESHEET metadata block isn't able to store the artist, album and title metadata and hence, isn't a functional solution.
