Looking at the Frequency spectrum won't tell you a thing about quality as you cannot see problems of the psychoacustic model you might hear.

Lossy compression is always about sounding as the CD not looking as it!

looking at spectograms for quality determination is a usefull as playing back your jpegs as raw sound to hear the differences.
