Foobar often doesn't get a chance to update its configuration if you shut down Windows without manually closing Foobar first. Why? Not sure, although I would guess that the OS doesn't give Foobar enough time.

If that isn't the issue, I would do a fresh installation of Foobar. That often fixes problems.
That's so plausible, I can't believe it.

You should try out foo_playlistgen_ext, which can create playlists for you according to user-definable rules. So if you have playlists for different genres or artists or decades or ratings or whatever, you can easily create presets for the plugin and you will never have to worry about losing your playlists again
