I'd like to read the name of the artist on the tooltip ballon foobar can open on song change, is this possible? Also, how to shorten its delay?

If it is possible at all, you'd probably have to tinker with Windows's theme settings to do that. (In other words, you'd have to use the same method that's used when you change the colours of the default UI.)

Just a thought, but have you considered using the "On-Screen Display" plugin (foo_osd) instead?
Get it here: kode54's Foobar2000 plug-ins

I personally have foo_looks visible at all times, and hence I don't need this kind of thing anymore, but I used to use foo_osd and found it great for my needs. Albumart support would make it perfect though
