version 0.3.9 released

changes:
- minor bitrate calculation fix
- seektable revision 1 support

known issues:
- decoding might still get messed up when seeking in a file that has a corrupted seektable

changes since version 0.3.9:
- "crash on repeat one" issue fixed
- seeking accuracy fixed for better cuesheet support
- corrupted seektables with the "bitshift issue" (as fixed in Shorten 3.6.0) will be rejected now. Note that seeking will be slow on the affected files.
