Can anybody please help me,i am trying to implement WI codec in C language,according to some thesis that desribed it,but even layer I(without quantisation) is not working properly,i have problems with pitch multiplication? If anybody knows something,or have source code,please answer.

There are papers on how to reduce pitch multiplication problems. One of them is over-sampling before doing the pitch analysis. You can also combine that with tweaks that "favor" smaller pitch periods or by adding median-filtering to the pitch period.
