Scaling of masking thresholds and MDCT coeffs

How the masking thresholds obtained at "L3psycho_anal" function are scaled against non-quantized FLOAT8 MDCT values?
The scale of masking thresholds is around 1 billion, and the scale of MDCT coeffs is around 0.001.
