Copying tags from OGG to FLAC files

I have a lot of OGG files tagged with the typical informations (Artist, Title, Album, Year, Genre, ...) plus embedded cover art.
There are also corresponding FLAC files with identical file names in the same folder, but their tags lack partial informations and the cover art.
I'd like to copy the tags and cover art from the OGG to the FLAC files.

I haven't found a way to do this in fb2k - correct me, if I missed something.
Is there another Linux or Windows tool which could solve my problem?
