Folder sort should be by file name, not track title

My collection is organized in a folder hierarchy, with the music files all named with a 2-digit track number (or more in the case of multi-disc performances).  The desktop version sorts the tracks as intended in folder view, but the mobile version apparently sorts based on the track titles.  This basically renders the folder view useless, as track play out of order.  The files are tagged with track number tags.

This problem does not happen with flac files, tagged identically, but seems limited to m4a or mp3 files.

Is there a way to fix this short of inserting a track number in the title?
