Subsong index is 0 instead of 1 for first track in multitrack ogg and m4a

fb2k shows subsong index 0 for first track in chained ogg files and m4a files with chapters. But for cue and mkv with chpaters subsong index is displayed as 1 for first track.
This seems like inconsistency. Is it intentional?

It's an inconsistency and a leftover from very old versions, which can't be changed without causing even more annoyance (people's playlists need fixing).
A future major update will clean this up, at least for MP4/M4A.
