mp3 only supports sample rates of 8000, 11025, 12000, 16000, 22050, 24000, 32000, 44100, and 48000 Hz. you can find more bit rate/sample rate pairings on wikipedia: https://en.wikipedia.org/wiki/MP3#Bit_rate

Why exactly would you want to resample to exactly 28000Hz anyway? We might be able to help you more if we know the reasons.

You can enter the sample rate manually in resampler settings, but you won't produce MP3 files with that sample rate.
