Let me start with a quote of what I wrote few minutes ago, before I discovered the real problem to show the confusion caused by the issue:
I just found some files in my collection that passes testing, but fails on decoding.
E:\music\ABBA\1981-11-30 The Visitors>flac -t "1-1 10-16 Should I Laugh or Cry.f
lac"

1-1 10-16 Should I Laugh or Cry.flac: ok
E:\music\ABBA\1981-11-30 The Visitors>flac -d "1-1 10-16 Should I Laugh or Cry.f

1-1 10-16 Should I Laugh or Cry.flac: 29% complete
1-1 10-16 Should I Laugh or Cry.flac: ERROR while decoding data
state = FLAC__STREAM_DECODER_READ_FRAME
This was incorrect in that the problem was not in testing but in decoding. The files are fine. Just my disc was full.
