Can I prevent %title% from retuning the filename when the title field

Does anyone know of a way to do this?

I want to create a masstagger script that automatically pads information to the title field:

Format "Title" using "CD%discnumber% T%Tracknumber% [%title%]

But it automatically fills in the filename when the title field is empty.  Is there any way to get around this behaviour so that I only get the title added at the end when it actually exists?

I think $meta(title) might do it, but I wouldn't know, my files are tagged.
