What's a good tool

i am looking for something that'll tell me everything about an mp3 file. I need detailed info, like frames, about tags. Foobar and mp3tag only display, for instance "Band" but i want info about the frame as well, like TPE2 in this case.
I've noticed some people on HA post info like:

TT2: track1
COM(eng): iTunPGAP=0
TEN: iTunes v7.0.0.70
COM(eng): iTunNORM= 0000121E 00000C71 00006417 00002D9A 000024A1 0000234E 0000827F 000085FB 0000023E 00000D43
COM(eng): iTunSMPB= 00000000 00000210 000007C8 000000000006BAA8 00000000 00026783 00000000 00000000 00000000 00000000 00000000 00000000

what app do they use to get this info?
thanks

I use EncSpot Pro and foobar2000.

Thanks for the suggestion. Can you please tell me how to use foobar2000 for this purpose? I am still figuring out how to fully utilize this great player.

I also use EncSpot. It gives you a detailed information of the mp3 file.

I just installed EncSpot Pro 2.2 Beta 2 because it seems quite popular here.
However i can't figure out how to obtain this info from the program (TPE2, TT2, TEN...). Any guidance would be appreciated.

@tycho metamp3 works just like you said. I am just not 1337 enough to be using command-line tools comfortably.
