I have yet to see a single question of this nature that has gone unanswered somewhere in this forum or in this forum's wiki.  I know that your example certainly has been answered many times over already.

"accepted" here does not necessarily mean "legal", "TOS-compliant" or whatever;
Like any other social structure, there are norms and mores, and to a large extent this forum self-moderates.  Personally, and only personally, I have little to complain about regarding the way things currently are.

a forum might formalize into rules e.g. "Moderators will close threads without descriptive subject"
This is already formalized and users are warned that there can be punitive consequences for continued violations.  I don't think thread closure is necessary.

"Do not ask for help on how to be criminal"
This is already formalized to the extent that it is needed.  People can choose to help or not to help if they like (back to the self-moderation concept).

"Don't post porn, we don't want the bad PR"
This is already formalized.

"Don't hotlink from here, we don't want the traffic"
Steps are already taken behind the scenes to curb some of this.  If it becomes a problem, I can assure you that it will continue to be dealt with.
