Lame encoding info and Ipod skipping

Does anyone know if there is some type of header that is different between following lame settings?

1) lame -V0 -h --vbr-new -b 192
2) lame -V0 -h --vbr-new -b 192 -B 320

I noticed that if I encode files using option 1 and play them on my Ipod video I get mad stutter problems but when I use option 2 everything works great.  Maybe there is some app that I can use to read the mp3 header info.  I'm really curious about this one.

There is no difference between both commands.
You need to encode the SAME file to draw conclusions, not SOME files.
