Audio distortion...

I have an mp3 which I ripped and the first 15 seconds have a static-like distortion. It's like this on the cd and I was wondering if there was any tools out there or anyone who could doctor it up and make it sound better/normal. Thanks in advance.

Sounds to me like that is the way its supposed to sound.  But I guess if you wanted to clean it up, you could use any audio editing programs that allows plugins and use a scratch and hiss remover plugin.
