Banned from WinAMP forums

Hello. I'm getting "Sorry. The administrator has banned your IP address. To contact the administrator click here" message when I go to Winamp forums. Clicking "here" makes no good because I'm banned
I wonder why it's so? I haven't even got an account on the forum, posted no messages at all. Just downloaded Winamp installation file from http://www.winamp.com/ a day before. Is it a crime? )

Someone with more precise knowledge—or a Google search for something like banned shared IP (example result)—can elaborate or correct me if I make any mistakes, but I’ll give it a go:

“[Y]our IP address” is not necessarily yours specifically; depending on your internet service provider (ISP), it might be rotated between different users between log-ons. Perhaps you were then using the address of someone else who was banned. Alternatively, perhaps your IP address is within a subnet/range that persistently abused the forum and was just blanket-banned. It’s not likely that you are responsible for ‘you’ being banned.
