Bluray author with re-encode?

Hi. Greetings to all the old-times. And everyone else.

I have a video question which Doom 9 might have handled once but no joy there.

I'm looking for a programme where I can take already compliant bluray files made with vidcoder or Hybrid, Make a very simple Menu, then burn. TSMuxer works for 1 file but no menu possible.

No re-encode is the main problem. They all seem to re-encode even if not required.

MultiAVCHD is now mired with missing dlls and Windows 10 blocked installation.

That was my go to which worked nicely until I "upgrade to 10.

Ant help greatly appreciated.
