VBR ADTS AAC header

Recently there was a discussion about how unacceptable Xing-less VBR MP3 files are. But that's the situation with all ADTS AACs as far as I know. How come there is no standard to specify exact length of variable bitrate ADTS files? Or is there? All players either display incorrect bitrate/length, or index the file upon opening, which can be slow.
