How to set up Panels UI and FofR?

ok i have foo_panels_ui downloaded and installed

im having problems trying to get my foobar to look like this

i want it to look like the picture with the city and the waterfront next to it.

could you give me some step by step instructions. im having a hard time with the ones on the link i posted above, sorry im so newb at this
