Installing Panels UI

Hi! I'd like to install Fofr skin but it requires Panels UI. To install i've tried this guide: i copy foo_ui_panels.dll in component directory then i start foobar but it doesn't appear in preferences>component list. How can i install it?

Panels UI isn't allowed here, until the developer updates it.
